Inquiry buried?

As I describe in a piece on the Independent's Open House blog, I've been asking Downing Street whether the alleged reduction in British troops to a few hundred next year will allow Gordon Brown's promised inquiry to go ahead or rule it out for the long term.

Downing Street won't say, which raises suspicions that it might be the latter, that - as one poster says - there never was going to be an inquiry.
