Cabinet Office Freedom of Information request #4

The information tribunal has now issued its ruling on this case. It has criticised the government for the absence of an "audit trail" showing "who had drafted what".

This was a request for the identity of the individual or individuals who re-drafted the dossier's executive summary between 10 and 16 September. This period is especially important because most of the dossier's fabricated judgements, including that relating to the 45 minutes claim, were created during this time.

In a letter dated 29 June 2006 the Cabinet Office clarified its earlier decision, stating that

"the Cabinet Office does not hold a record of the officials who redrafted the dossier's executive summary between 11 and 16 September".

The Cabinet Office failed even to state within which department the redrafting took place, in spite of an explicit request. In failing to state that the executive summary was redrafted within the Cabinet Office at this time, it has undermined Tony Blair's claim in the House of Commons on 4 June 2003 that "the so-called 45 minutes... was a judgment made by the Joint Intelligence Committee and by that committee alone".

In September 2007, the Information Commissioner issued its decision in this case, which is now subject to an appeal to the Information Tribunal.
